Independent Expert on the Promotion of a Democratic and Equitable International Order

MANDATE OF THE INDEPENDENT EXPERT ON THE PROMOTION OF A DEMOCRATIC AND EQUITABLE INTERNATIONAL ORDER

The Independent Expert on the promotion of a democratic and equitable international order is one of the thematic special procedures overseen by the United Nations Human Rights Council.  The mandate holder’s role is to promote a democratic and equitable international order. To achieve this end, the Independent Expert identifies obstacles to the promotion and protection of a democratic and equitable international order, as well as submits proposals and make recommendations to the Human Rights Council regarding possible action that might be taken. The Independent Expert also identifies best practices to be taken at local, national, regional, and international levels. Another responsibility of the Independent Expert is to cooperate with States and spread awareness of the importance of a democratic and equitable international order.

The Special Rapporteur must apply a gender and disabilities perspective throughout the work of his or her mandate.

COMPOSITION AND WORKING METHODS

The mandate of the Independent Expert lasts for a period of three years. The mandate is filled by one highly-qualified individual.

The UN Human Rights Council established the Independent Expert position in 2011 with Resolution 18/6. As of yet, the position has not been extended.

In fulfilling the mandate, the Independent Expert issues statements concerning international standards, hosts consultations with relevant stakeholders, publishes articles and statements of opinion, and submits activity reports to the UN General Assembly and Human Rights Council.

Statements

The Independent Expert records his or her statements made before meetings of experts and international bodies relating to international order. These statements are available on the Independent Expert’s Statements webpage.

Consultations

The Independent Expert may convene expert consultations to inform his or her reports to the Human Rights Council. Past consultations have focused on the impact of military expenditures, strengthening full, equitable, and effective participation, and international enforcement mechanisms.

Articles and Statements of Opinion

In addition to issuing statements and attending consultations, the Independent Expert also publishes articles and statements of opinion. Past subjects of articles and statements of opinion include the right to peace and the threat against the residents of Camp Liberty.

Reports to the UN General Assembly and Human Rights Council

The Independent Expert reports annually to the Human Rights Council and the UN General Assembly on all of its activities relating to its mandate. These reports are available on the Independent Expert’s Annual Reports webpage.
